Whining Noise when turning from front tire

I'm getting a weird whining noise when I turn the steering wheel to the left at low speed. Anyone have this happen? Not sure if it,s a wheel bearing or the brake pad? I appreciate your help :)
Btw I recently replaced the tires

Usually brakes to me sound like squealing or scraping. Wheel bearings sound more like a rumble, or clunking, or growling.

Not sure about whining. Get under there and see if you can find anything caught in the brakes, and see if the pads have a decent amount of meat on them.
