91 CRX Brake Light Problem

Recently my passenger side brake light stopped working. I replaced the bulb with one i knew worked and had the same issue; the bulb works as a taillight, but does not light up when the brakes are pressed. I checked the connection and was getting 12v when the brake is pressed. I've tried cleaning the bulb socket to no avail. Any suggestions as to what to try next?

if the socket has voltage its the lightbulb itself. either that or the socket has rust spots that keep the LB from a clean contact. also they go in a specific position.
look at the socket terminal and determine which of the pins on the lightbulb match the lower position at the LB to socket.
