Rear sway bar bracket question

I bought a Neuspeed rear swaybar for the 2nd gen Si, that I would like to mount on an EE8. However I noticed that the swaybar kit includes a new pair of L brackets which have 3 screw holes to mount to the frame rails. When I look at the stock EE8 L bracket they only have 2 screws:

Does the Si have stock L brackets with 3 screws? On the EE8 there seems to be a hole in the frame where the 3rd screw should be, but there are no threads on that hole. I could mount the bracket with just 2 screws, not sure if that is a good idea.

Thanks. I think I see the problem. The USDM Si seems to have the two hooks behind the sway bar mount, so the holes on the frame rail are threaded(or have nuts welded inside). On the EE8 there are no tow hooks:

So it looks like I can only put 2 bolts on the Neuspeed 22mm swaybar L bracket, the question is, is that enough?

Maybe there is a 'blind' nut or rivet I can use on the third hole.
