1986 Crx si distributor timing help

I recently had my distributor sent and rebuilt by cardone to have the sensors repaired. Previously, the engine ran fine up to 3500 rpm. However, after installing the repaired distributor, I can't for the life of me get the timing right.

I have fully taken the distributor off, reset the engine at tdc and rotor at the #1 spark plug, and tried to adjust timing a couple times with no luck. I keep landing at ~30 or 40 degrees btdc and I can't move the distributor to retard it enough.

I have new distributor rotors too, how much play should there be?
Any help would be appreciated.
